Neon Jugglin' Joe has watched over Franklin Blvd since 1940, and the ice cream is still made on site. There is almost always a line and it almost never matters, because the counter moves fast and the staff are cheerful about it. The real fruit freezes are the local order, guava and strawberry and orange, half and half if you cannot pick. Bing cherry with a Diet Coke on the side is a Sacramento move.
